2。As of December 31, 2003, the PR card will be required to re-enter Canada by commercial carrier (airplane, boat, train or bus). This requirement does not apply if you are travelling by private vehicle.（go to USA)

从第二点看，如果没有入籍，你想再进入加拿大，不办卡怎么行？你并不总是仅仅开车去美国吧？
