“second career费用”可以作为担保父母的收入吗？

“政府给的second career费用”报税时作为收入报吗？
可以作为担保父母的收入吗？
只知道产假EI可以作为担保父母的收入。
LAID OFF的EI 不可以作为担保父母的收入。

请大虾指教！！！
