用户附件空间扩容

一般用户的附件空间扩充到200M，JPG图片大小扩展到3600像素，可以接受更大更多图片。

那些图片是为帖子用的，自己有备份，但传上去是要花时间的，而且要改尺寸，有很多很多的时间啊，伤不起啊伤不起

所有时间均为格林尼治时间 -4。现在的时间是 16:06。
