No. the applicant has to have resided...
Under Canadian immigration legislation, an application for a permanent resident visa must be made at the visa office responsible for:
• the country where the applicant is living, if the applicant has been lawfully admitted to that country for a period of at least one year

If you read this fine print more carefully, they use "..applicant IS living.." not "was", which means at the time the applicant apply for PR say in Buffalo, she/he is living in Canada and has lived for 1 year at least.
