你的Return available数量前后不一样，每次的问题好像也不一样。

Test cases:
Click Save PDF/Print, there are two selections:
1. click "Save PDF": it pops up "maximum 20 returns". However click details, it shows
Return available: 20, return used: 0
2. then select "Print for your records", it can save PDF file to mail. Then checked details, it shows
Return available: 19, return used: 1
