1. 谁可以申请?

并非你工作中出错而被LAYOFF,例如公司没有生意...
我有个朋友,最近被LAYOFF,因为她在那公司已经干了4年了,公司给了她6个月的有薪假期(PACKAGE),她上个月去申请EI,hrdc的工作人员对她说,要扣除10周的EI,因为她已经享受了公司的PACKAGE,我觉得这样很不公平,那么是否换句话说,如果某人工作了20年,公司给他12个月的PACKAGE,是否政府就一分钱也不用付了呢,是否公司和雇员连EI保险费也不用付了呢,请教阿童木大侠,先谢过了。
