Yes, however a withholding tax will be charged on any redeemed portion (unless redeeming under the First Home Buyers Plan or Lifelong Learning Plan). The applicable withholding tax is based on the amount withdrawn as per below as set out by the CCRA (Canada Customs and Revenue Agency)
All Provinces (except PQ)
Up to $5,000 10%
$5001 - $15,000 20%
$15,001 and over 30%

Yes, when ever you withdraw money from your RRSP account, it will taxed 100% as your income at the year your withdraw. The financial institution who holds your RRSP account will withholding your tax at the rate of whatever they tell you, they are right, same as your employer withholding your tax at the same rate. when you file your tax return at the end of the year, you will claim back the tax you have over paid if you income is lower.

So you should plan for your cash flow. Withdraw money from your RRSP account when you have a lower income year.
you will pay less or pay no tax at all.
