可以向他要求 退还部分的律师费吗

You have to check the
retainership agreement you have with your lawyer to see if he charges you by hour or by case. If by hour, then you can ask him for his legal bill which includes his legal fee & disbursement. You can get back whatever the leftover of $2,000 is , if there is any; If he charges you by case, then see if you agrees to pay him at least $2000 per case. Anyway, talk to him and ask him. Remember, you are his client. He gets instructions from you.
