I believe they intentionally publish the delayed date to slowly extend processing time to longer time, maybe 33 or 34 months, etc.who knows? Parent immigration by sponsorship is not their priority....
If you have reviewed other posts, some people have received approval for submission on May 17th, 2007, more days after the official date posted, i.e. May 04 even 09 now, it's just not reflected on CIC's website.
