I bet he probably didn't realize the possibility that he could be driven off from his position after his so called reformation...
Some people think he was a hero, but to me, he is a dreamer, totally a fantast. He lost his E.S.W.N after a lot of country leaders wanted to talk to him friendly.
He thought he was the selected one to salvage human being because of the map on his head
I would say he is somehow an idiot.
Anyway there is no presumption for history. Here is just my own opinion.
