今天用Google搜了一下,看到一个加拿大情报局的政府网站,终于理解为什么背景调查是针对所有申请人的。只不过有的人时间长,有的人时间短,至于为什么,主要是因为要求的程度不同而已。里面还有去年处理的时间,在Buffalo的最慢,因为要hard copy, 对Non-adverse, 要153天,对information letter要567天。看来我的等了一年,还需要一年才能完成这项调查。http://www.sirc-csars.gc.ca/annual/2...4/sec2c_e.html

11/07/2002: File Number 09/15/2003: Interview Waiver, ME, etc Waiting... according to your timeline, you might fall into a class law sue aiming the CIC and all involved cases were frozen until the law suit is settled in the future. as you like to use google, you might want to search about this topic and let us know what you find out. |

但愿吧。我的情况一点也不特殊,背景也很单纯,绝对谈不上对加拿大构成什么威胁(他们也把我想得太伟大了)。不知为什么没完没了的查着。考虑到加拿大政府的办事效率,我想从现在开始再过两年应该有结果了吧(别忘了我已经申请了三年了)。现把有关背景调查内容转贴如下,如此看来,在Buffalo申请更容易被背景调查,调查的时间也拖得更长,早知如此,还不如在北京申请。 Applications for Permanent Residence from Within Canada The Service is responsible for security screening all persons who apply for permanent residence status from within Canada. In 2003C2004 the Service received 44 907 screening requests―28 401 under the immigration program and 16 506 through the refugee determination program. The Service also received 4646 requests to provide screening advice for applications submitted to Canadian Immigration offices in the United States. The median turnaround times for the Service to provide its advice in these cases varied considerably depending on whether the Service received the request in hard copy (paper application) or via Electronic Data Exchange (EDE). For the immigration program, the median turnaround time was 42 days for EDE requests and 133 days for hard copy requests. The median turnaround times for the refugee determination program were 52 days for EDE requests and 114 days for hard copy requests. In 2003C2004, all requests from Canadian visa offices in the USA were submitted in hard copy. The median turnaround time for these cases was 153 days. In 2003C2004 the Service issued 130 information briefs and 52 inadmissible briefs in response to screening requests from within Canada and the United States. The median turnaround times for these cases ranged from 14 to 20 months. Applications for Permanent Residence from Outside Canada For permanent residence applications that originate outside Canada or the United States, the Service shares responsibility for security screening with immigration officials at Canadian missions abroad. For these cases, CSIS only becomes involved in the process upon receipt of a request from the Immigration Program Manager. This process allows the Service to focus on higher-risk cases. In 2003C2004 CSIS received 24 243 requests for screening under this program. In addition, the Service's Security Liaison Officers were consulted on 4814 cases. The Service issued 25 information briefs and 21 inadmissible briefs. The median turnaround times were 238 days for information briefs, 106 days for inadmissible briefs and 5 days for non-adverse advice. |

另外,说给其他人听,最近从 buffalo 提交给 CSIS 的 B CHECK 都是通过 Electronic Data Exchange (EDE),快多了。按照上面的说法,median 处理时间是 42 天,我认识的一个人的调查才用了 20 天。 |

今天收到了第二封信(去年8月底递交材料),说提供的英语证明还不足够说服移民官,劝我选一个官方认可的考试机构作英语测试。还附了UBC那个CLPIP的地址。 还要求他们一定要在120天内送到考试结果。 请教那些考过IELTS或CELPIP的人,能不能具体说说两个考试的利弊,选那一个考比较好。据我了解,CELPIP只有在UBC考,三个月只能考一次,考完一个月后才能收到书面成绩报告。IELTS好像在加拿大也只有三个城市有考点。我准备5月考但不知道哪个考试是最佳选择,请过来人多多指点! 非常感谢!!! |

Yes. From my friend's caipt it said" full referal letter sent electronically". I think the major bottleneck of background check processing-time is the "check". EDE may speed up the whole thing in some sense, say 1-2 month faster, I guess. Years ago, people form mailand China might only spend 9 months to get their landing paper...now things change. But I think it is just a matter of time to get the immigration visa for most of cases. 引用:
