和我一样情况的有很多,1-2年内办出来的只是极少数,大多数中国人都被背景调查了。加拿大对中国人有很深的歧视,尽管他们表面上彬彬有礼,可是内心深处还是认为中国人是劣等人种。 |

是的,就我身边发生的情况来说,被背景调查久拖不止的几乎全是加拿大的申请人,在美国申请的体检后几乎全部在2-3个月收到取签信。在加拿大申请的被背景调查的比例大概在50%吧。

根据CAIPS,我的背景调查决定是10月13日做出的,刚好在我体检后一个月。我的第二封信是8月13日发出,8月29日收到的。 现在我们已经没办法了,唯一能做的是劝你的兄弟姐妹朋友,千万别再先留学再申请移民,这样是南辕北辙,原因有: 1、国际留学生受到歧视,申请学校的标准较当地居民高,也就是说原来可以上UBC的只能屈就BCIT了。 2、学费比当地居民高,花费巨大。 3、无任何政府资助,取得奖学金不易。 4、最大问题,毕业后找工作受到歧视,容易被困在加拿大,荒废宝贵青春。 5、申请移民更容易被怀疑成间谍,被背景调查。 这样说,岂不是劝别人不移民了?这也不是,解决办法: 1、在国内申请,在此期间学好英语,做好充足准备,特别是经济上的准备,掌握一二项谋生手段。 2、在国内找到人生伴侣,不要来加后再受情感纠纷,集中精力学习立业。如可能,在加生儿育女,早拿政府福利,减轻生活负担。 先写到这吧,以后想起来再说。现在真是后悔...... 引用:

以下几种方法供参考: 1、我从2004年2月份开始,每星期发2份传真到BUFFALO询问,终于于2004年10月左右给我回答说:“你的申请正在背景调查”。 2、从CAIPS中可以看出,如有"SEC STOP", "REFERRAL LETTER SENT"等字眼, 而你的SEDEC(Security Decision) 状态又为3的话,很有可能是背景调查了。 3、如果指纹、体检等等都已经没问题了,还在无限期的等待,那么也可能被背景调查了。 从你的时间上看,很可能被背景调查了。 引用:

grand am:请问你的面试通知到了吗?通知你什么时候面试? 我2002年8月硕士毕业,等待至今,不断地延签证,已经转换过好几次身份了。每次转换身份都很担心,在焦虑中度过。现在也不知背景调查什么时候能结束。唉,青发人已经熬成白发人了。。。。。。 引用:

我没找过MP,我不认为MP有什么大用。我现在认为加拿大政府整个是一个官僚体制,有许多地方比中国政府的官僚还官僚。一个社会也有一个社会的文化,加拿大的社会文化就是低效率。你可以改变国家的政体乃至社会制度,但你很难改变一个国家的文化。一个MP扭转不了乾坤。我现在也看了一些找MP的案例,比如grand am申请了整整三年,背景调查了一年四个月,回头MP告诉他Buffalo会在两个月内给他寄面试通知,可是两个月也快到了,也没见他有下文。当然找也可以找,但就不要再惦记会有一个为民请命的MP了吧。你就是有窦娥的血海冤仇,甚至能让南亚暴发大海啸,Buffalo的官僚照样吃斋念佛。 引用:

应该是背景调查,这个other government office(s)就是(CSIS)加拿大安全情报局,相当于美国的中央情报局。许多中国留学生申请移民都被怀疑成间谍,我就是其中的一个。加拿大移民局特别偏爱在加拿大本土留学的留学生。 如果想确定你是否被背景调查,你可以要一份CAIPS来看,索要是免费的。关于如何要,你可以在本版查一下。 引用:

I think that you will get the passport request letter soon. Mine is forevery "in process'. No medical received. I don't know how long will it update, but I guesss it will update on a monthly basis. Recently I ordered my CAIPS and my background checks are still underway. It seems that my background checks will take forever to finish. I sent my application for CAIPS on Mar 15 andt got it back on Mar 28. Nothing is new except the following; ACCOTING TO LIST OF CASES PENDING, REPORTING PERIOD TO 31 DEC 2004, OTTAWAS FILE 260036981 RECD 18 MAY 2004 PI 300036981 RECD 18 MAY 2004 SPOUSE It seems that they really suspect us of spies and establish files to investigate. 引用:

今天用Google搜了一下,看到一个加拿大情报局的政府网站,终于理解为什么背景调查是针对所有申请人的。只不过有的人时间长,有的人时间短,至于为什么,主要是因为要求的程度不同而已。里面还有去年处理的时间,在Buffalo的最慢,因为要hard copy, 对Non-adverse, 要153天,对information letter要567天。看来我的等了一年,还需要一年才能完成这项调查。http://www.sirc-csars.gc.ca/annual/2...4/sec2c_e.html

但愿吧。我的情况一点也不特殊,背景也很单纯,绝对谈不上对加拿大构成什么威胁(他们也把我想得太伟大了)。不知为什么没完没了的查着。考虑到加拿大政府的办事效率,我想从现在开始再过两年应该有结果了吧(别忘了我已经申请了三年了)。现把有关背景调查内容转贴如下,如此看来,在Buffalo申请更容易被背景调查,调查的时间也拖得更长,早知如此,还不如在北京申请。 Applications for Permanent Residence from Within Canada The Service is responsible for security screening all persons who apply for permanent residence status from within Canada. In 2003C2004 the Service received 44 907 screening requests―28 401 under the immigration program and 16 506 through the refugee determination program. The Service also received 4646 requests to provide screening advice for applications submitted to Canadian Immigration offices in the United States. The median turnaround times for the Service to provide its advice in these cases varied considerably depending on whether the Service received the request in hard copy (paper application) or via Electronic Data Exchange (EDE). For the immigration program, the median turnaround time was 42 days for EDE requests and 133 days for hard copy requests. The median turnaround times for the refugee determination program were 52 days for EDE requests and 114 days for hard copy requests. In 2003C2004, all requests from Canadian visa offices in the USA were submitted in hard copy. The median turnaround time for these cases was 153 days. In 2003C2004 the Service issued 130 information briefs and 52 inadmissible briefs in response to screening requests from within Canada and the United States. The median turnaround times for these cases ranged from 14 to 20 months. Applications for Permanent Residence from Outside Canada For permanent residence applications that originate outside Canada or the United States, the Service shares responsibility for security screening with immigration officials at Canadian missions abroad. For these cases, CSIS only becomes involved in the process upon receipt of a request from the Immigration Program Manager. This process allows the Service to focus on higher-risk cases. In 2003C2004 CSIS received 24 243 requests for screening under this program. In addition, the Service's Security Liaison Officers were consulted on 4814 cases. The Service issued 25 information briefs and 21 inadmissible briefs. The median turnaround times were 238 days for information briefs, 106 days for inadmissible briefs and 5 days for non-adverse advice. |
