EGR VSV DIY replaced
If you drive a (1996-2001) Toyota Camry, don't be surprised to see a P0401 error code - EGR insufficient flow. I have done my fix and the error code not come back for 150KM so far. If you ran into the same problem, I can show you how the fix is done. Save hundreds dollar and it is worth a DIY.

You are right, the VSV is very hard to access, not sure how you can access it from top. I have tested my old one with ohmmeter, the read is 1.25K Ohm way out side the correct range, should be 30-40 Ohm. So I bought a new part from canadian tire and replaced it. So far so good, I agreed, the VSV only affect exhaust gas test, I just don't the check engine light always on and may cause other code being ignored .
