以前因密码修改，一直进不来。我还是在继续等待，但已经到极限了。来加拿大3年，移民办了2年半，体检过了1年，还看不到一点希望。
和我一样情况的有很多，1-2年内办出来的只是极少数，大多数中国人都被背景调查了。加拿大对中国人有很深的歧视，尽管他们表面上彬彬有礼，可是内心深处还是认为中国人是劣等人种。

是的，就我身边发生的情况来说，被背景调查久拖不止的几乎全是加拿大的申请人，在美国申请的体检后几乎全部在2-3个月收到取签信。在加拿大申请的被背景调查的比例大概在50%吧。

根据CAIPS，我的背景调查决定是10月13日做出的，刚好在我体检后一个月。我的第二封信是8月13日发出，8月29日收到的。
现在我们已经没办法了，唯一能做的是劝你的兄弟姐妹朋友，千万别再先留学再申请移民，这样是南辕北辙，原因有：
1、国际留学生受到歧视，申请学校的标准较当地居民高，也就是说原来可以上UBC的只能屈就BCIT了。
2、学费比当地居民高，花费巨大。
3、无任何政府资助，取得奖学金不易。
4、最大问题，毕业后找工作受到歧视，容易被困在加拿大，荒废宝贵青春。
5、申请移民更容易被怀疑成间谍，被背景调查。
这样说，岂不是劝别人不移民了？这也不是，解决办法：
1、在国内申请，在此期间学好英语，做好充足准备，特别是经济上的准备，掌握一二项谋生手段。
2、在国内找到人生伴侣，不要来加后再受情感纠纷，集中精力学习立业。如可能，在加生儿育女，早拿政府福利，减轻生活负担。
先写到这吧，以后想起来再说。现在真是后悔......

谢谢你的信息。我在想问一下，是不是他们在给你的二封信的时候已经决定是否要背景调查。如果你要被背景调查了，通常会收到一张表。我是加拿大的申请人，10月初体检，现在等ppr。只能听天由命了，加拿大也不是天堂。哪个国家不对外派间谍，偏偏说中国，人来了多了，就千方百计，想办法阻止你们。我知道一些人中国偷渡出来的没文化，申请难民大多通过，而且是全家过来。在难民期间即可工作又有医疗卡。

以下几种方法供参考：
1、我从2004年2月份开始，每星期发2份传真到BUFFALO询问，终于于2004年10月左右给我回答说：“你的申请正在背景调查”。
2、从CAIPS中可以看出，如有"SEC　STOP", "REFERRAL LETTER SENT"等字眼, 而你的SEDEC（Security Decision) 状态又为3的话，很有可能是背景调查了。
3、如果指纹、体检等等都已经没问题了，还在无限期的等待，那么也可能被背景调查了。
从你的时间上看，很可能被背景调查了。

我又两个问题：1，怎样可以知道有否被背景调查？2，如何查询rcmp，我没有从local police那里得到任何的收据或档案号。

我2002年8月硕士毕业，等待至今，不断地延签证，已经转换过好几次身份了。每次转换身份都很担心，在焦虑中度过。现在也不知背景调查什么时候能结束。唉，青发人已经熬成白发人了。。。。。。

我没找过MP，我不认为MP有什么大用。我现在认为加拿大政府整个是一个官僚体制，有许多地方比中国政府的官僚还官僚。一个社会也有一个社会的文化，加拿大的社会文化就是低效率。你可以改变国家的政体乃至社会制度，但你很难改变一个国家的文化。一个MP扭转不了乾坤。我现在也看了一些找MP的案例，比如grand am申请了整整三年，背景调查了一年四个月，回头MP告诉他Buffalo会在两个月内给他寄面试通知，可是两个月也快到了，也没见他有下文。当然找也可以找，但就不要再惦记会有一个为民请命的MP了吧。你就是有窦娥的血海冤仇，甚至能让南亚暴发大海啸，Buffalo的官僚照样吃斋念佛。

应该是背景调查，这个other government office(s)就是（CSIS）加拿大安全情报局，相当于美国的中央情报局。许多中国留学生申请移民都被怀疑成间谍，我就是其中的一个。加拿大移民局特别偏爱在加拿大本土留学的留学生。
如果想确定你是否被背景调查，你可以要一份CAIPS来看，索要是免费的。关于如何要，你可以在本版查一下。

我2004年1月FN, 8月体检,至今杳无音信啊. 我发了好几次传真给他们, 今天有回复了,如下:

in respons to your inquiry:
we requested background information from other government office(s). Unfortunately, we cannot respond to resquests for the status of your application before this information is received.

这是不是就是传说中的"背景调查"啊? 难道我被抽着了?

Nov., 2002, submitted application;
Jan., 2003, obtained 1st letter;
Nov., 2003, obtained 2nd letter(medical, PCMP, interview and english not needed);
April, 2004, 3rd letter(asked refill out background form);
to last week, my status in website is "in process, "we start process your case from Jan., 3, 2003"".
since last friday, my status in website is "in process, "we start process your case from Jan., 3, 2003; your medical results have been received"".

In fact, I did my medical exam. Jan., 2004. It has been unvalid right now. I do not know why. Hope you guys give some advices! (Sorry, maybe I am the slowest one).

I think that you will get the passport request letter soon. Mine is forevery "in process'. No medical received. I don't know how long will it update, but I guesss it will update on a monthly basis.
Recently I ordered my CAIPS and my background checks are still underway. It seems that my background checks will take forever to finish. I sent my application for CAIPS on Mar 15 andt got it back on Mar 28. Nothing is new except the following;
ACCOTING TO LIST OF CASES PENDING, REPORTING PERIOD TO 31 DEC 2004,
OTTAWAS FILE 260036981 RECD 18 MAY 2004 PI
300036981 RECD 18 MAY 2004 SPOUSE
It seems that they really suspect us of spies and establish files to investigate.

I am sorry, I did not find my file number. In fact I check my status almost every day. Till last friday(Aril,1), it was just "in process". Last Friday it got "in process and medical results have been received". But the list you mentioned was up to March 30. Do you know how long does it update? We are very similar. Did you have "medical results have been received" in your case?

My case was delayed by background checks, as indicated in CAIPS notes. The lawsuit has nothing to do with me as I applied in 2002, not 2001.

as you applied at early 2002, you probably automatically fall into a collective law suit against CIC. A lot of applications in this category were processed very very slowly.

今天用Google搜了一下，看到一个加拿大情报局的政府网站，终于理解为什么背景调查是针对所有申请人的。只不过有的人时间长，有的人时间短，至于为什么，主要是因为要求的程度不同而已。里面还有去年处理的时间，在Buffalo的最慢，因为要hard copy, 对Non-adverse, 要153天，对information letter要567天。看来我的等了一年，还需要一年才能完成这项调查。http://www.sirc-csars.gc.ca/annual/2...4/sec2c_e.html

according to your timeline, you might fall into a class law sue aiming the CIC and all involved cases were frozen until the law suit is settled in the future.

as you like to use google, you might want to search about this topic and let us know what you find out.

As I said before, my case has nothing to do with the so called Resolzadah Class Action as my case was submitted in April of 2002. This action is concerning applications submitted by the end of December 31 of 2001. As I said before, my case was delayed by the background checks. My background checks have not finished according to CAIPS.

Applications for Permanent Residence from Within Canada
The Service is responsible for security screening all persons who apply for permanent residence status from within Canada. In 2003C2004 the Service received 44 907 screening requests―28 401 under the immigration program and 16 506 through the refugee determination program. The Service also received 4646 requests to provide screening advice for applications submitted to Canadian Immigration offices in the United States.

The median turnaround times for the Service to provide its advice in these cases varied considerably depending on whether the Service received the request in hard copy (paper application) or via Electronic Data Exchange (EDE).

For the immigration program, the median turnaround time was 42 days for EDE requests and 133 days for hard copy requests. The median turnaround times for the refugee determination program were 52 days for EDE requests and 114 days for hard copy requests. In 2003C2004, all requests from Canadian visa offices in the USA were submitted in hard copy. The median turnaround time for these cases was 153 days.

In 2003C2004 the Service issued 130 information briefs and 52 inadmissible briefs in response to screening requests from within Canada and the United States. The median turnaround times for these cases ranged from 14 to 20 months.

Applications for Permanent Residence from Outside Canada
For permanent residence applications that originate outside Canada or the United States, the Service shares responsibility for security screening with immigration officials at Canadian missions abroad. For these cases, CSIS only becomes involved in the process upon receipt of a request from the Immigration Program Manager. This process allows the Service to focus on higher-risk cases.

In 2003C2004 CSIS received 24 243 requests for screening under this program. In addition, the Service's Security Liaison Officers were consulted on 4814 cases. The Service issued 25 information briefs and 21 inadmissible briefs. The median turnaround times were 238 days for information briefs, 106 days for inadmissible briefs and 5 days for non-adverse advice.

I am in the same boat as you. I've been in Canada for 4 years. Two years ago, I applied for PR. I just knew couple of days ago that they lost my fingerprint check. So I have to redo it.

But don't give up. Maybe we can try other options, and forget about it.

兄弟：我并不是意志薄弱容易消沉的人，可我觉得这好像是一场永远也打不赢的战争。在加拿大的每一天我过得都很艰难，即便这样，我还是坚强地挺了4年。4年啊，人生最宝贵的4年就这样白白浪费掉了。以前，我也充满了自信，对前途充满了憧憬，可我现在确实要问：希望在哪里？前途在那里？我该往哪里去？我终于迷失了我自己吗？
备注：今天离我申请移民已经整整3年零2天，1年不行可以2年，2年不行可以3年，3年不行可以5年，5年不行可以10年......但是人生可以重来吗？

Hello, every friend

Finally I finish last step of my immigration yesterday. finalizing my immigration application takes me two and half years totally. I am very happy for my knowing this thread to disscuss our cases. I got lots of useful information from your guys. I guess I will continue to pay attension on this thread in future, but I am sure it will be not so often. Congratulations! Sincere thanks for your encouragement! My experience can be defined as 'bad lucky' one. Totally three years and four days and still in darkness, can you immagine? I always keep asking myself: Why I am so unlucky? Why I have to immigrate to Canada? I am not kind of negative, but I have to be negative for the time being.

谢谢你的建议！我从很早以前就找过MP了，回答都是一样的，即我的申请正在进行背景调查，一旦结束，就会给我进一步的消息。所以，我觉得找MP没什么实质性的作用，如果想知道进展情况，还不如CAIPS有效。
我的申请已经等待了3年零5天，还是没有任何希望，沮丧！

尽管 MP could not push anything，但是每次他们真正 inquiry 一下，Buffalo 的官僚都要看看你的申请材料，以给 MP 个像样的回复。如果他们查询的时候，你的材料已经齐全了，可以 finalize 或者 进行下一步，那你的 case 就会向前进一步。这样，你的材料就不至于埋在纸堆里，好久没人看了。

谢谢各位的答复！因为我后来就一直以CAIPS来看进展，觉得在背景调查之前找MP没什么用，就暂时搁置下来。以前我找过MP办公室，他们总是说一个月后给我答复，办事效率也很低。其实，只是在加拿大的众多官僚机构如CIC,RCMP,CSIS等多了一个MP办公室而已。而且，我觉得MP只是一个政客，政客永远不会考虑到公众的真实利益，只不过把我们的利益当作他们竞选的筹码。我的申请没有被埋在纸堆里，还在进行背景调查，在背景调查结束之前，签证官再Review我的卷宗也没有用。
备注：我的申请已经等了3年零6天。
