肯尼制定的九条计划包括：

1) Equalization ReFORM
The Trudeau-Notleyalliance extended the current equalization FORMula for five years, without anyeffort at reFORM.
A UCP government willuse the prospect of a referendum on equalization as leverage for federal actionon pipelines and to demand reFORMs to the current unfair equalization FORMula.

2) Fairness in theFiscal Stabilization Fund
The FiscalStabilization Fund is a federal program that provides “protection to provincesin the event of extraordinary year over year declines in revenue.” Despitea drop in revenue of nearly $10 billion in 2015-16, a cap imposed by thefederal government on the size of the Fund meant Alberta received only $251million that year, a tiny fraction of the revenue decline.
A United Conservativegovernment will ask Ottawa to increase the limit of the Fiscal StabilizationFund to protect Alberta for major fiscal shocks.

3) Convert CanadaHealth Transfer and Canada Social Transfer to Tax Points for the Provinces
The Canada HealthTransfer and Canada Social Transfer are federal payment to the provinces forhealth care and social programs. Alberta receives $6.4 billion from theseprograms.
A United Conservativegovernment will work with other provinces and press for Ottawa to cut federalincome tax rates on Albertans – and every other Canadian – equal to the amountsnow transferred to the provinces under the CHT and CST.
This would represent atransfer of tax “room” worth $54.9 billion to all provinces, and $6.4 billionto Alberta in particular.
In essence, the federalgovernment would drop its federal tax rates and the provinces would raisetheirs –filling in the tax “room” abandoned by Ottawa by a similar amount.
This would be revenueneutral – it would not raise taxes on anyone. In fact, Albertans could chooseto use this fiscal room to cut tax rates in our province. This change wouldsimply mean that we Albertans have more control over our own money to supportour own social programs according to our priorities, not Ottawa’s. It wouldalso give us more control over how revenue is raised. This is one powerful wayof shrinking Ottawa’s control over Alberta.

4) Stop theTrudeau-Notley payroll tax hike
Rachel Notley signed adeal with her ally Justin Trudeau to raise CPP payroll taxes on Albertans. Theyagreed to raise the CPP tax from 4.95 to 5.95% for both the employee and theemployer.
A United Conservativegovernment will abrogate Alberta’s agreement to increase this tax, and willwork with other provinces to prevent future payroll tax increases.

5) Fairness inEmployment Insurance
Alberta pays more intothe Employment Insurance system than it gets back. This is one of thereasons for our $20 billion net annual contribution to the rest of Canada.
The criteria to qualifyfor EI benefits varies by region. In 2016, Albertans in the Edmonton region wholost their job did not qualify for recent enhancements to the EI Program.
United Conservativeswill demand that Canada’s Employment Insurance program be reFORMed so thatAlbertans who lose their jobs (as well as employers who pay EI premiums) aretreated more fairly by the system.

6) Exempt Alberta fromCMHC Stress Test
A United Conservativegovernment will challenge the federal government’s one-size-fits-all approachto mortgages by demanding an exemption for Albertans to the ‘stress-tests’recently imposed by the Canada Mortgage and Housing Corporation.
The CMHC’s change hashad a devastating effect on Albertans already struggling with lower incomes andhigher taxes while trying to buy new homes. Housing sales in Calgary, forexample, are at their lowest level in thirty years.
We will work with otherprovinces that have been negatively affected to obtain regional exemptions fromthe stress test.

7) Corridors Coalition:create pre-approved, guaranteed land corridors for Canadian products to eachmarket
Canada needs to developa predictable method for products to reach global markets.
A United Conservativegovernment will seek to FORM federal and provincial agreement on resourcecorridors. These would be pre-approved land coordinators moving East-West andNorth in the Arctic. While satisfying indigenous, environmental and legalobligations, these corridors will expedite the approval process for resourceprojects.
The UCP has alreadybegun seeking support for a corridors coalition with the premiers ofSaskatchewan, Manitoba, Ontario and New Brunswick, and with opposition leadersin other provinces.

Charter of EconomicRights: full free trade and economic mobility
Other provinces seekingto block Alberta exports is just one flagrant example of how interprovincialtrade barriers make us poorer.
A United Conservativegovernment would be a relentless champion of unfettered free trade, labourmobility, and regulatory harmonization in Canada.
We would join ManitobaPremier Brian Pallister in pressing the federal government to adopt a Charterof Economic Rights, in his words “clarifying the vital rights of Canadians tosell their goods and services and exercise their trades and professions inevery part of Canada.”
While such a Charter isa long-term strategic goal, a UCP government would act immediately to promotefree trade within Canada. We released the details of our free trade plan onMarch 6.

9) Create an AlbertaParole Board
A United Conservativegovernment will end Alberta’s agreement with the Parole Board of Canada andpass legislation to create an Alberta Parole Board.
Inmates servingsentences of less than two years are housed in provincial jails and theProvince has the jurisdiction to decide on early parole or conditional release.Ontario and Quebec have their own parole boards, but Alberta contracts with thefederal government to have the Parole Board of Canada perFORM this service.Much of the recent property crime wave in Alberta has been connected to repeatoffenders, including those on parole. We need a parole board that will reflectour community values, and seek to keep Albertans safe. Albertans deserveat least as much input into community safety as Quebecers and Ontarians have.
