My2 Cents：

should在英语中是表达的不是强制，充其量也就是强烈建议。如果要表示强制，这里会用can't，或shall not之类的词。

根据上下文的理解，CIC的意思是建议最好不要这样做，大概是会给他们的处理带来麻烦吧。

你的被担保亲属不应该辞职，直到他们获得移民资格。。。。。。
那张纸没到手之前，别急着辞职卖家当准备出国。。。。。，准不准还不好说呢。。。。。。
