ask for a question

i am a regular worker of a factory.
Now I got a problem that I just became the full time employee of this factory.
But they didn't pay me the STAT PAYment, just like July 3 vocation,they pay me nothing.
Is this fair ?
Should I complain / how to complain?
And some of my colleague said they didn't get at the first 3 months.

正常，有的规定要6个月以后才有
