looks like you are defendent and they give you a notice that they are going to take some physical things and photographs as evidence.

Are you involving a lawsuit? If not, you'd better call them and ask. You can also call the city hot line (211?) to ask about what kind of thing it is. They might direct you to a right person to answer your question.

You have to know what is happening. So, forgot about your english is good or not. Just ask what this letter about. If you cannot understand what they explained, tell them and ask again. You can also ask them to send you something on paper that can explain this thing or give you a direction to where you can find it out.
