【求助】有没有人写过这个啊?

大家好,

我的一个小朋友最近做了错事.(以被众人批了多日). 过海关时没有如实申报所带香烟数目. 当时在海关就没收了烟并罚了款.可是海关还给了他一张 "right to request a minister's decision" 表. 让他90天内填好寄到某法官处. 有没有人知道这是一个什么表啊? 还有该怎么填呢？

是不是带了很多啊，我见过几次有人带两三条的，就把多余的没收了就完了

从来不做违法的事,没有这方面的经验.
估计有这方面经验的人也不方便在这给你指导.

那好象是让你上诉的表格，只是表示你有这个权利不服海关的罚没决定，给你个机会从新决定。应当是30天内提交。不过你的描述比较简单，不能确认。

一般来说是针对大金额物品及货币的罚没。也是防止海关私吞一种手段。

小朋友带了7条。按我看是比较多了。可是他之前并没有意识到这是个大数字，应为他的同学一带就是十几二十条。

GTAON08说得好像很接近。这个表的原文是：
right to request a minister's decision

if you wish to file an objection to this enforcement action and request a decision of the ministe of public safety, you must give notice in writing to the officer who too the enforcement action or to an officer at the CBSA office closest to the place where the enforcement action was taken. this request must be filed within ninety days after the date the enforcement action was taken

if you are past the ninety days for requesting a decision of the minister, the minister may, in exceptional circumstances, extend this time limit up to an additional year pursuant to section 129.1 of the customs act. in this respect, you must apply in writing to the minister, outlining the reasons why you request for a decision was not filed within the ninety days set out in subsection 129(1). the request for an extension is to be send to:......

但是我很confused的是，这个表示不是mandantory的啊。我的小朋友基本上对罚款处理没有意见。 90天内也要回复吗？

开头不是说了if you wish to麻，就是你想上诉才需要填这个表，不想就ignore了。

如果上诉还能退回来么，还是自己还得多掏钱作为诉讼费？
家人带来的几大合整合月饼每盒都被没收几块，每盒却几快，没法送人拉。

一般也就是被收了几万块现金，几颗钻石才会申诉，几盒月饼等你申诉完，早完蛋了，要送人，几盒拼一盒行不:）。何况月饼本身也是违禁品。申诉是政府行为，应当是免费的，除非你对仲裁不满要告到法院，那就要拿钞票垫着了。

可是没收月饼时什么收据和纸都没给，是不是他们自己密下拉

估计困难。临近各国各种传统节日，他们收的食品都是论吨计，全部销毁，要他们吃，个个撑死。

带太多，有销售的嫌疑，所以每盒抽掉一些。
