直接去图书馆. 带一张你的ID, 你可以带你的驾照, 最好是有现住的地址的. 如果没有的话就带一张ID(列表如下), 和一封寄给你本人的信, 上面要有你的住址. 很容易办的, 而且是免费的.

具体的看下面图书馆的规定:
Personal Identification showing legal name and current address is needed for a library card. The Library will accept as personal identification:

Driver's License
Social Insurance Number Card
Pharmacare Card
BC Care Card
Birth Certificate
Passport
BC Identity Cards
Citizenship Certificate
Metis or Native Status Card
Military ID
Credit/Bank cards with full name

In the event that the above identification does not include a current address, the following will be accepted in addition to the personal identification:

Current Hydro, Telephone, Cable, Water, Property Tax Bill, or Assessment Notice
Vehicle Registration
Government Cheque
Rental Agreement
Personalized Cheques
