不过人家花了大价钱，铺设了遍布每家的网络，每年还要维护，设备升级，这些都需要雇人来完成的。小公司只要有能力和Bell谈成价钱，可能3，5个运营人员就够了。小公司的生存之道，完全在于能不能从大公司那里谈到合适的租赁价钱

Think it this way: Tax is being used to build and maintain highway. If you had to drive twice more than today, would you be happy if you were told you need to pay twice the tax?

大的电信公司业务骨干网，和高速公路是不同的。前者基本上是公司自己花钱铺的，没tax payer什么事。

Bell和Rogers不可能从政府要钱，来铺自己的网络了。

还有，维护遍布每家的网络，绝对不是一个简单的事情。纯粹人力多少的问题。想象单是call centre，就得要多大的规模。

公路养护费，有一部分是在汽油里的。开车的越多，付的税就越多。如果车开得越多，不管你高不高兴，事实上你已经付更多的税了

我们可以换个角对思考问题，这些小公司租赁的Bell / Rogers的设备和线路，月费还比Bell&Rogers的低，这些公司仍然可以生存。这说明Bell&Rogers的月费水分很大啊！归根结底就是“太贪”。

收到涨价的通知了。Velcom 5MB 无限流量.变成 25GB base, 29.95+Dry Loop, $1.75/GB $60 max. >300GB $0.9/gb. 可以买3个$5/40GB 的insurance block. 目前还是很confuse每月的账单到底会怎样，但原来$40/月至少要飙到$60-80.

MD, 都是Bell逼的涨价，要解散CRTC或者让法院否决CRTC的ruling. 简直就是抢劫。

My name is ******* and I live in Kingston, Ontario under your riding. I would like to express my deepest concern for the recent passing of the UBB by the CRTC for Bell Internet. I am sure you have received many emails about this issue and as more and more ppl become aware of this, you will have many many more emails.

The reason(s) why I am concerned about the UBB, is that I believe this issue is causing Canada to not just take one step back but a hundred steps back as we should be moving forward and not backwards when it comes to the evolution of technology.

In case you are unaware of the UBB, Bell Canada filed a grievance with the CRTC many months ago requesting that the caps for their internet service be restricted even further than they already are. What Bell Canada is proposing is that all DSL users have a cap no higher than 25 gigabytes of bandwidth per month in the province of Ontario. This is simply not acceptable as not only does the cap get lowered on what we already receive, but I am going to assume that Bell Canada isn't going to lower their prices to accommodate these new caps. Simply put, we Canadians are now getting less cap, but are paying the same or depending on the user will be paying significantly more if they go over the 25 gigabyte cap. This is simply unacceptable as with the current internet infrastructure, a user can burn through 25 gigabytes in a couple of days, perhaps weeks.

The biggest concern is for the wholesalers that use Bell Canada's lines to get their services to their customers. As of right now, a wholesaler must give a specified amount of their revenue to Bell Canada. This amount is a lot of money just to lease the lines from Bell Canada. Now with the UBB passing wholesalers will be making next to no profit if any at all which means that many wholesalers will be going out of business in the coming months when UBB officially comes into play in March 2011. This is simply unacceptable and completely goes against what is a free market. Basically, Bell Canada is squeezing out the wholesalers as they are considered a threat to the overall profit that Bell Canada makes per yr.

I implore you to please stand up to the CRTC and the current Conservative government and stop this UBB bill from passing through as this will put Canada in the dark ages for many years to come and it will have a trickle down effect to everything we do in our day to day lives today and for many years to come.

这些公司是一定有政府的funding的，大可以查一下他们的预算和持股状况。而且那个CRTC的主要成员都是来自大的电讯/网络/cable公司.

要知道CRTC有时候，也是和那些大的电讯/网络/cable公司对着干的，让他们很不舒服

我绝对不相信纳税人的钱会被无偿的拿来给电信公司修光缆，买交换机。如果说政府有投资在里面的话，那是在等回报的。绝对不是有借无还

The Digital Home forums are filled with Canadians complaining about Usage Based Billing (UBB). Readers complain about the scandalous pricing for usage insurance plans and they complain about the recent CRTC decisions which force Third Party Internet Access Providers to pass these rates onto consumers.

In addition to complaining, some readers encourage others to sign online petitions which they believe will somehow stop UBB.

The truth is that signing online petitions and complaining on Internet Forums and blogs will not do a damn thing to stop Usage Based Billing.

The fact is the Federal Government now has 90 days to “review and bury” (term used by the industry meaning the legislation is accepted by the government) the CRTC decision or they can send the decision back to the CRTC and tell them it’s not right.

If Canadians really want to stop UBB, the time is now. Instead of complaining on blogs or signing petitions, do the proper thing. Phone, mail and email your MP. Here is the link which lists all 305 Members of Parliament. Click on your MP and you will find a phone number and an email address. Send them an email to complain and when you’re done, email James Moore, Minister of Heritage Canada ( Moore.J@parl.gc.ca ) , email the Minister of Industry Tony Clement ( minister.industry@ic.gc.ca ) and contact Stephen Harper your prime minister at ( Harper.S@parl.gc.ca )

When you are done that, goto this link and make a complaint online to the CRTC.
But will it work?

Recently, the CRTC asked the Canadian Broadcasting Standards Council to create a national panel and review the use of the word “faggot” after it received a mere 250 complaints. If the 60,000 plus online petition signers sent emails and complained to the CRTC instead then you can pretty much can guarantee the federal government will reconsider.

If you want a different future, then contact all of the above.
How to word your letter

When you contact your MP and the CRTC be sure to keep your comments polite and be sure to include some of the following points by telling them:

* How important internet service is to you
* How important affordable internet service is to the future of Canada
* How important competition is in every industry
* How much you pay every month for internet service and how much you will pay after UBB is implemented
* Take information from this article to show that it doesn’t cost more to deal with increasing internet traffic
* Who you will be voting for in the next election if UBB is not dealt with in a fair and equitable manner
* Tell them Digital Home sent you.

When you’re done, visit our Usage Based Internet Billing: What can you do? discussion forum thread and let us know what you have done. Include the contents of your email because we want to hear what you have to say.

If you don`t contact your MP and the CRTC, then please don`t grumble to us when Usage Based Billing becomes a reality on March 1, 2011.

When? On what? CRTC is just a government agency allows Bell/Rogers rip off consumers legally.

UBB was proposed just after Netflix's entering to Canada last year. Bell/Rogers may have felt the threat to their traditional satellite/cable business from network media streaming.

CRTC要求Bell, Rogers电视一定要播放本土的电视台节目，还一定要收费。 Bell, Rogers说那些电视节目本来就是免费的，接上天线就可以看得到。CRTC还是要他们一定要转播，同时一定要收费。当然这些收费后来到了用户头上，而且用户还会对Bell, Rogers不满。Bell, Rogers并没有从中得利，而是电视台。

CRTC是一种计划体制的官方机构。有人说，像是共产主义风格。如果说CRTC一定是为了剥削人民而存在的官方机构，那就有点儿不切实际了。

非常令人沮丧的消息，这几年感觉加拿大像个老妇人，唠唠叨叨的，步履蹒跚，还不让别人比她走得快。

流量限制是明显的垄断牟利行为。网络电影，电视，音乐是我娱乐的很大部分，以后可怎莫办？要命。
