不是曾经住满三年,是他要申请入籍时的前4年里在加拿大住满了三年.四年前的没用.

这种说法是不正确的.
加拿大移民法规定,如果夫妻一方是加拿大公民,另一方为永久居民,那么,当该公民和该永久居民在加拿大境外共同生活的时间可以视为该永久居民在加拿大境内居住的时间.一旦公民回加拿大,永久居民单独在境外的时间就不能再算作在加拿大境内的时间了.有二点要说明:
1.该永久居民必须是陪伴着他或她的加拿大公民配偶生活在境外同一个国家中,通常为同一生活住址.
2.永久居民身份的那一方仍然要受到任意连续的5年中要在加拿大境内住满2年的限制.仅仅是境外共同生活的时间可以视为该永久居民在加拿大境内的时间而已.
现将规定的最主要部分摘录如下:
Permanent Residency ObligationsHere is what you must do to comply with your residency obligations.

You must accumulate two years of physical presence in Canada in every five-year period. You can also count Canadian residency days if you are outside Canada for an extended period of time for one of the following reasons:
You are accompanying your Canadian-citizen spouse or common-law partner.

You are a child accompanying a Canadian-citizen parent.

You are employed on a full-time basis by a Canadian business, the Public Service of Canada or the public service of a Canadian province.

先谢谢游夫,你的回答非常到位.所以我试着再重复一遍我的问题.比如说夫妻一方入籍了,另一方为永居.现在都在中国居住. 如果永居的一方想入籍,那时间上的计算方法是怎样呢?我想是在过去的五年中其在加拿大的时间+在中国的时间(与有加籍的一方一起生活)若多于三年就可以申请入籍. 还是说,永居的一方只能在加拿大物理上五年中住满三年才有资格入籍呢?欢迎大家发表意见.

首先纠正一个错误:入籍的要求是:提出申请之日的前4年在加拿大境内住满3年(1095天),而不是前5年住满3年.
现在再看看你的例子,永居的一方要入籍,则他或她提出申请之日的前4年,其在加拿大境内累计居住的天数加上陪伴其加拿大公民配偶在加拿大境外累积居住的天数等于或多于1095天,就符合入籍对居住时间的要求了.
